Sealed bids, subject to the conditions contained herein, will be received by the City of Haleyville, Alabama until 2:00 p.m., local time, on Wednesday, May 1, 2019, and then publicly opened and read aloud in the Court Room of Haleyville City Hall located at 911 21st Street, Haleyville, Alabama 35565, for furnishing all labor and materials and performing all work for construction of 2018 Neighborhood Improvements, 6th, 7th, 8th, and 9th Avenue, 22nd and 24th Street, Streets, Drainage, Water, and Sanitary Sewer, CDBG Project No. LR-CM-CP-18-016.
This project consists of the construction of approximately 17 sanitary sewer point repairs, 100 VLF of manhole installation, 1,940 LF of 8” PVC sanitary sewer main, 5 headwall installations, 44 LF of 18” RCP, 48 LF of 15” RCP, 40 LF of 6’ x 4’ concrete box culvert, 360 LF of 4” PVC sanitary sewer lateral, 70 water meter reconnections, 40 LF of 8” PVC water main, 4,360 LF of 6” PVC water main, 1,420 LF of 2” PVC water main, and 1,620 tons of asphalt paving.

Copies of the CONTRACT DOCUMENTS AND PLANS may be obtained at the office of The Cassady Company, Inc. upon payment of $100.00 for each set which includes printing, reproduction, shipping and handling by U.S. Mail, etc. This fee is non-refundable.
Attention of bidders is particularly called to the requirements as to the conditions of employment to be observed, Section 3, Segregated Facility, Section 109 and all bidders must comply with the President’s Executive Order Number 11246, which prohibits discrimination in employment regarding race, creed, color, sex or national origin. All bidders must comply with title VI of the Civil Rights Act of 1964, the Davis-Bacon Act, the Anti-Kickback Act and the Contract Workhours Act. The attention of bidders is particularly called to the requirements as to conditions of employment to be observed and minimum wage rates to be paid under the Contract.
The Owner reserves the right to waive any informality or to reject any or all bids, and to award the contract to the lowest and most responsible bidder. All bidders must comply with requirements of the Contractor's Licensing Law of the State of Alabama and be certified for the type of work on which the proposal is submitted. Each bidder must deposit with his bid, security in the amount, form and subject to the conditions provided in the Information for Bidders.
All Contractors preparing Bids for the referenced project shall submit a list of similar projects (successfully completed) in the last two years, having the same scope of work with construction cost similar to or greater than this project. All nonresident contractors preparing bids shall submit with the bid documents evidence of a current Alabama General Contractor’s License, evidence (with original seal of the State of Alabama) of proper registration with the Alabama Secretary of State as a foreign corporation, and a Certificate of Good Standing as a Foreign Corporation from the State of Alabama Department of Revenue. Bids submitted by a nonresident contractor without these documents included will be rejected.
No bidder may withdraw his bid within sixty (60) days after the opening thereof. Bids may be held by the Owner for a period not to exceed sixty (60) days from the date of opening of bids for the purpose of reviewing the bids and investigating the qualifications of the bidders prior to awarding the contract. This project is being funded through a Community Development Block Grant and local funds.
All bids should be submitted in the contract specifications book as issued by the Engineer. All bids must be submitted in a sealed envelope bearing on the outside the name of the Bidder, Bidder’s license number, address, and name of the project: “Bid for 2018 Neighborhood Improvements, 6th, 7th, 8th, and 9th Avenue, 22nd and 24th Street, Streets, Drainage, Water, and Sanitary Sewer, CDBG Project No. LR-CM-CP-18-016, City of Haleyville, Alabama”. Envelopes containing bids must be addressed as follows and delivered to: City of Haleyville, 911 21st Street, Haleyville, Alabama 35565.
Bidders are encouraged to attend a non-mandatory Pre-Bid Meeting on Wednesday, April 24, 2019, at 2:00 p.m., local time, at the Haleyville City Hall located at 911 21st Street, Haleyville, Alabama 35565. The purpose of the meeting is to discuss the overall project, including applicability of Section 3, minority/women-owned and small business employment opportunities.
